Every cap key on the Product: what it budgets, how much of the running window is spent, and which workflows share it.

Every cap key on the Product: what it budgets, how much of the running window is spent, and which workflows share it. A cap key is Product-wide — two workflows naming the same key share ONE budget — so `conflicting` says when they disagree about what that budget is, and `window`/`limit` are null rather than picking between them. Live versions only; a draft is not spending anything yet.
